"Twenty-five years ago, terrorism regularly operated as a movement with a leader, a stated grievance, and a target chosen to make a political point. The threat of NVE (nihilistic violent extremism), which is now recruiting children through various online spaces, lacks these features – making it difficult to anticipate."
