The National Treasury today mobilised Kenya’s economic and financial sector to support preparations for the 2026 Mashujaa Day Thematic Week, bringing together Government agencies, businesses, financial institutions and development partners to strengthen partnerships, participation and national engagement. The partners’ engagement, held at the Kenyatta International Convention Centre (KICC), Nairobi, was chaired by PS Dr Chris Kiptoo @DrChrisKiptoo, jointly with Mr Dennis Itumbi @OleItumbi, Head of Presidential Special Projects and Creative Economy Coordination and Chairman of the National Celebrations Thematic Committee. PS @BonfaceBMakokha for @Planning_Ke said the engagement would connect economic planning, evidence and policy with citizen engagement and Kenya’s economic transformation. PS for Information Mr Stephen Isaboke @SteveIsaboke called on the media to support and amplify the celebrations and activities of the Thematic Week, helping ensure Kenyans are informed and able to participate. PS for Higher Education and Research Dr Beatrice Muganda Inyangala @Bettymuganda17 highlighted the role of higher learning institutions in research, innovation and skills development, and called for their active contribution to the Mashujaa 2026 celebrations. The Mashujaa Day celebrations will be hosted across Uasin Gishu, Nandi and Elgeyo Marakwet Counties, extending the occasion into a week of ideas, enterprise, culture, sport and public engagement under the three pillars of Security, Sports and Economy. The economic sector engagement brought together leardership from the three counties, partners from Government agencies, banks, insurers, SACCOs, pension schemes, capital markets, fintechs, manufacturers, business associations, development partners and other private sector institutions to support, participate in and showcase Kenya’s economic opportunities and achievements. PS Dr. Chris Kiptoo today chaired a preparatory meeting at the National Treasury joined with PS Economic Dr. Boniface Makokha and PS PIAM Cyrell Wagunda to take stock of preparations for the Mashujaa 2026 Celebrations Thematic Week on Economy (Finance), scheduled for 12th–18th October 2026. The meeting reviewed agency participation and programmes covering revenue and taxation, public finance management reforms, public debt, financial inclusion and economic planning. Wadid Benaabou, the new French Ambassador to Kenya @FranceinKenya , and Ms Anne-Gaël Chapuis, AFD Country Director, to the National Treasury for a review of the Kenya–France development cooperation portfolio. The discussions took stock of ongoing programmes and explored opportunities to deepen bilateral cooperation in infrastructure, energy, education, water and sanitation, environmental sustainability, public finance management and other areas supporting Kenya’s economic transformation. Since 1997, the Government of France, through the French Treasury and Agence Française de Développement (@AFD_en ), has financed projects in Kenya amounting to approximately €3 billion. PS Dr Chris Kiptoo (@DrChrisKiptoo ) this morning chaired a meeting with the World Bank,(@WorldBankGroup) @ICTAuthorityKE and Office of the Auditor-General @AGOfficeKenya to advance the adoption of electronic signatures across Government, supporting secure, efficient and paperless processing of official transactions. The meeting explored legal, regulatory and procedural measures needed to facilitate their use in public finance and development partner transactions, including addressing requirements under the PFM framework.

Kenya appreciates the China Development Bank (CDB) for its continued partnership in supporting the country’s infrastructure development, particularly Kenya’s road infrastructure programme, which has helped unlock stalled road projects. Held discussions with Mr. Wang Peng, Executive Vice President of China Development Bank, at the CDB Headquarters in Beijing, where we reviewed ongoing projects and explored opportunities to broaden our cooperation. The Government of Kenya will continue working with CDB to mobilise financing for priority infrastructure projects that will support economic growth and improve connectivity across the country. We also welcomed CDB’s interest in supporting other key areas, including SME development, digital transformation, manufacturing and tourism promotion. I was joined by Amb. Our relationship is anchored on the cooperation under the Forum on China-Africa Cooperation (FOCAC) framework and the Comprehensive Strategic Cooperative Partnership being closely championed by H.E. the President @WilliamsRuto and H.E. the President Xi Jinping. This morning, I was received by H.E. Liao Min, Vice Minister of Finance of the People’s Republic of China, at the Ministry of Finance in Beijing, where we reaffirmed our commitment to advancing this partnership. This evening, I held a consultative meeting in Beijing with H.E. Liu Junfeng, Vice Chairman of the China International Development Cooperation Agency (CIDCA). We appreciate China’s grant support to strengthen Kenya’s health system, including upgrading the Londiani and Baringo County Referral Hospitals, as well as humanitarian assistance for drought mitigation. We also reviewed progress on priority pipeline projects, including the Bosto Dam Water Supply Project, the Northern Bypass Dualling Project and the Muthaiga - Kiambu - Ndumberi Road Project, which are important infrastructure investments for Nairobi and the surrounding areas. We will continue working closely with CIDCA to move these and other priority programmes from commitment to implementation. I was accompanied by my colleagues, PS @mohamed_daghar (Transport), PS Eng. The Asian Infrastructure Investment Bank (AIIB) remains an important development partner to Kenya, supporting key infrastructure priorities. We particularly appreciate AIIB’s support, through a grant agreement for project preparation, for the Mau Summit - Malaba Road Development Project, which forms part of the Northern Corridor and is a critical regional trade route. The Government of Kenya is also engaging AIIB on the expansion and modernisation of Jomo Kenyatta International Airport (JKIA), including the proposed construction of a second runway, to enhance capacity and strengthen Kenya’s position as a regional aviation hub. We are also seeking AIIB’s technical support to establish and strengthen the National Infrastructure Development Fund (NIF), which will help improve financing mechanisms for major infrastructure projects. The Export-Import Bank of China continues to partner with the Government of Kenya to implement key programmes, including the Technical and Vocational Education and Training (TVET) III Project and the Nairobi Intelligent Transport System Phase III Project, which contribute to skills development and improved urban mobility. The National Treasury has taken note of the High Court ruling concerning the proposed partial divestiture of the Government’s 15% shareholding in Safaricom PLC. The Government will pursue an appeal through the appropriate legal channels. The matter will therefore proceed through the established judicial process. The Climate and Disaster Risk Financing and Insurance (CDRFI) Africa Forum 2026 opened in Nairobi today, bringing together government officials and insurance regulators from 19 African countries to strengthen financial protection for critical infrastructure against climate and disaster risks. The opening was presided over by Dr Boniface Makokha, Principal Secretary, State Department for Economic Planning, and featured Hope Murera, Managing Director and Group CEO, ZEP-RE; Godfrey Kiptum, Commissioner of Insurance and CEO, Insurance Regulatory Authority of Kenya; and Dr Protazio Sande, Interim Chair, East African Insurance Supervisors’ Association (EAISA) and Acting CEO, Insurance Regulatory Authority of Uganda. The Forum is addressing practical approaches to financing and insuring critical public assets, including roads, energy systems, water networks and public facilities, as African countries strengthen resilience to climate and disaster risks.
