You can just do all these things. The secret is you just have to be on the right side of the European Commission.

The far-right Liberal Democratic Party (LDP) currently in power has engaged in high-handed actions such as reducing grants when there was a previous leader in Okinawa. In the August election, citizens who could no longer endure the unchanging poverty decided to entrust the governorship once again to a right-wing leader.
Immediately after that election ended, the far-right LDP decided to consider increasing the grants to Okinawa. In other words, they had been conducting a kind of “siege” (cutting off supplies) by withholding money from municipalities whose leaders they disliked.
