To be fair - the program was made by Bush 1 under the influence of corporate lobbyists. They sought high skilled yet cheap labor, so it was never an ideal solution. Now it’s lower skilled, cheaper labor, and rampant with fraud.

People like Larry are who the H-1B program was made for. Unfortunately, the program is not full of 400,000 (counting renewals) Larry’s a year anymore. Abolish and start over.
I came to the US on an H-1B almost 20 years ago after studying Electrical Engineering at Waterloo. Became US citizen in 2010 under EB-1A. In the last decade I’ve hired over 1,000 Americans and shipped products used by more than a million people. Pretty bummed to learn the program was a scam!

We expect the language around this to only intensify as this becomes a HUGE issue going into the elections. We just pray that this is for the right reasons, and not political theater. The order tells the agencies reviewing H-1B applications to weigh an employer's "recent or planned layoffs of similarly situated U.S. workers." DOL has 30 days to start auditing past H-1B filings. The order gives Labor's Wage and Hour Division until october 18 to begin reviewing past labor condition applications for enforcement against sponsoring employers. 2026 announced cuts vs FY2026 H-1B filings, per layoffhedge: Amazon 17,379 / 20,007 Meta 16,000 / 5,197 Intel 15,000 / 1,746 Microsoft 13,682 / 5,126 At least 54 of the 89 companies with 1,000+ cuts filed this year.

H-1B approvals at JPMorgan, USCIS data: FY2009, the bailout year: 497 FY2025: 3,068 In total? 31,438 approvals since the year we wrote the check. That makes Chase the 9th largest H-1B sponsor in the country. No other bank cracks the top 25. India headcount over the same years, Dimon's own number: 6,000 to 60,000. The Mumbai campus Dimon is building seats 30,000 and opens in 2029. Jamie Dimon has zero gratitude for what this country has done for his bank.
