Photograph a barn, sell it, fine. Photograph an elk, sell it, and now you owe the state a fee and its permission. That's pricing a picture by what's in it, and it's the kind of speech tax courts strike down.
The twist: a career wildlife official filed it, and in Colorado a citizen petition isn't a suggestion box. This same commission ran a fur-ban petition right over its own director in March.
