Rarely do the mosque, the elders’ council, the diaspora, the money-transfer company, the Government and the international agencies sit at one table as equals. Yet these are the very actors who carry Somalia through every crisis.
We meet under a warning. El Niño has taken hold and may become very strong. When the rivers rise, farms and livestock are swept away, and with them a family’s income. Roads, bridges and water points are cut.
But when the water rises, it is not a convoy that reaches the family first. It is a neighbour on higher ground who opens his door. It is an elder calling a qaaraan, the zakat of a household whose herd survived, and women in an ayuuto agreeing that this month’s pot goes to the one in need.
