The bill explicitly authorizes: “providing a living stipend to individuals studying for such examination.” The proposed federal grants could also cover: • Nursing and allied-health education. • Licensing and certification exams. • Exam preparation. • English classes. Previous healthcare experience? NOT required, according to Smith’s announcement. There’s more: the bill would override citizenship requirements so eligible immigrants could access National Health Service Corps scholarships and student-loan repayment. Eligibility includes green-card holders, refugees, asylum recipients and other work-authorized immigrants. Federal funding to train immigrants for healthcare jobs—even starting from scratch—with living stipends during exam study. The legislation is pending.
