While advising Congress on disclosure, David Grusch was also listed as an officer of a private metamaterials startup positioned to bid on the very materials he was pushing the government to seize from legacy contractors.
April 2025 — Appointed Special/Senior Advisor to Rep. Eric Burlison’s House Task Force on the Declassification of Federal Secrets. Helps draft inquiries and push the UAP Disclosure Act to legally divest “technologies of unknown origin” from legacy defense firms.
Same period — Public SAM.gov records list him as COO and official Government Business POC for StarDustX Materials, Inc., co-founded with Karl Nell (CEO through Sept 2025) and tied to Garry Nolan.
The company was structured to bid on, synthesize, and analyze advanced aerospace/defense metamaterials.
May 2026 — StarDustX completes formal federal contractor registration.
June 9, 2026 — One month later, Grusch stands on the Capitol steps with Burlison, Luna, Burchett, and Moskowitz. He attacks legacy contractors over “slush funds” and demands federal clawback + outside analysis of crash-retrieval materials.
After researchers posted the paper trail, his name was scrubbed from the public contractor registries.
Cited standards: House Rule 23 (Clauses 2–3) and 18 U.S.C. § 208. Overlap of official advocacy and private procurement positioning is the issue.
Next steps the complaint calls for: a formal House ethics inquiry; testimony from Rep. Burlison (employing member), Karl Nell (corporate timeline vs. UAPDA drafting), and Dr. Garry Nolan (scientific/procurement ties); and a clean accounting of whether disclosure language was shaped to advantage a newly registered deep-tech startup.
Appearance of conflict is already documented. Actual improper influence still has to be proven.
