I think Hal not giving up the ball does foreshadow his inability to give up the ring when he believes he’s the best at what he’s doing. I think him going back to get the ball foreshadows him putting things in motion to get his ring back and put it on the hand of the right person to finish a job Hal wasn’t the best person for. Hal knew he was dying the night of in the Diner. That’s why he lured John back to Rushville for that meeting. That’s why he laid out to John how to contact Guy. Hal knew enough about John that he knew John wouldn’t let his murder go unsolved. He knew enough about Guy that he knew Guy would go get the ring. Like his Father did for him, Hal left his legacy to John stored in a storage locker within a safe. What was that legacy? John has to finish a job Hal wasn’t fit for. Hal has one code he doesn’t break. Hal does not kill. Hal won’t even kill a Manhunter as the Halogram made clear again in episode 7. Now if Kerry and Hal told each other everything. Hal knows Noah is a Manhunter but Hal won’t kill him. Hal probably loves the kid. But Hal does know someone who should have the ring that is better suited to pitch a no hitter and kill Noah if needed. That person is John. There’s also the scenario that Hal may have killed himself. Something I called in a comment on @MrKnowItAll youtube channel for episode 6. But there’s also the possibility that Hal let Noah kill him to offset some genetic trait where a Manhunter has to kill a Green Lantern. Like how Zoe couldn’t avoid not killing Abin Sur. She had to, it was in her programming to kill. I think if Hal feared anyone in the town he feared Noah. He might have figured out Noah was the Manhunter years ago. He might have come back to Rushville for Noah not for Kerry. We don’t know. But either Hal killed himself to create a reason Guy would go get his ring or he let Noah kill him knowing he was giving the ring to the one person who had no qualms about killing a Manhunter. That person being John.

The fact that despite him being burdened with this huge curse inherited from his old men, his will to hold on to life and to do the right thing is why he's chosen as the GL. That speaks lot about his enormous Will Power which i think John will inherit from him.
