SHA transition to Hospital Management Information System (HMIS)
The next phase of swindling healthcare facilities. As it is, most Kenyan public and private hospitals have had their own HMIS. Majority of them had them developed at high initial costs with no monthly fees.
SHA now demands that hospitals sign up with 6 accredited HMIS providers on subscription basis. The aim is actually for one- Savannah informatics who are the ones who were given the contract that has been rumored to cost 104B.
Hospitals have been told how their issues will be better handled if they use Savannah’s cos they have direct access.
The first issue is why not give hospitals a reporting template to adapt their HMIS to what is required. Some HMIS are more robust than what have been approved.
Savannah have different packages ranging from 5k, 12k and 48k per month. The 12k and 48k are for inpatient. The 5k is meant for outpatient but here is the catch. If you take the 5k package, you can’t see your claims being processed. So one is expected to take a more expensive package even if you ain’t inpatient so that you can track your claims.
The product is a partnership between Savannah and Safaricom. This subscription is way more expensive than most Hospitals pay for their HMIS.
As per SHA own report they had approved 3,512 outpatient faculties out of 7,244 hospitals by early October. So if the 3,512 pay 12k per month for inpatient to see their claims, the vendor will be getting 42m per month that is forced on providers.
For inpatient facilities, they are made in such a way that they must subscribe for the 48k package. 3732 of them transalate to 179m per MONTH!
This is beside the 2% deductions on claims.
It’s like on top of being given the main business, govt is creating business for an individual business forcefully
F1 - SHA reports
F2 - The packages indicates that under 5k, you can’t track claims, do reconciliations. The facility will just be blind to processes.
