In Israel it is criminal to pass out a glass of water in Jesus’ name (Section 174A of Israel’s Penal Law, 5737–1977). None of our U.S. allies hate Jesus and hate Christians as much as Israel does. We separate church and state in various ways. One way is through their formal objects: human acts as sins before God and human acts as crimes in civil society. Church and state governments address these respectively by their distinct means. Civil government addressing blasphemy does not have spiritual, inward reformation as its intrinsic end but the outward good of society in general. Atheism, polytheism, and blasphemous cursing are bad for human society, and therefore are permissible objects of civil authority, not as they are sins before God but as they are deleterious to human society.
