The UK does seem to operate two-tier justice, but on this occasion I think “cock-up rather than conspiracy” is applicable. No viable explosives were found, which is typically a problem if your aim is to blow up anything more significant than a beach ball.

Sure. No “viable” explosives. But if someone is caught carrying materials they believed could cause harm, the fact that they misunderstood the chemistry may make them stupid. It doesn’t necessarily make them harmless.

Completely wrong. In the UK you may go to prison if you post something grossly offensive or threats and you will go to prison if you try to bomb an air force base.
