ALT Screenshot of abstract: Although Taiwan has pursued transitional justice since its democratic transition, the legislation was long limited by its restorative focus. It was only in 2016, following the Kuomintang’s loss of legislative majority, that the administration of President Tsai Ing-Wen was able to adopt (both strictly and broadly) retributive measures. While the scope and implementation of these measures remained limited, their incorporation marked major progress in Taiwan’s pursuit of transitional justice. This chapter critically engages with subjects of the existing literature on transitional justice in Taiwan (i.e., top-down measures like legislation), framed predominantly by the restorative/retributive justice debates. It offers a (re)conceptualisation of retribution that highlights both backward- and forward-looking elements of the retributive acts passed under Tsai Ing-Wen (i.e., progress), thereby challenging a negative discourse on transitional justice that equates retrib

ALT Article abstract - This study evaluates progress made in establishing Democratic Civilian Control (DCC) in Ukraine under President Zelensky using key criteria drawn from the comparative literature: a civilian-led Ministry of Defence; clear lines of accountability; legislative oversight and a supportive civil society. War had a catalysing effect on military reforms, but this did not extend to DCC where the high external threat generated fears about Russian agents in civilian institutions, further degrading the inter-institutional trust necessary for DCC to function and enhance military effectiveness and efficiency. Although improvements to the legislative basis for DCC were made, war strengthened arguments about the risks of greater civilian oversight and helped maintain existing patronal relations.
