Today, the Finance Ministry announced charges on RuPay debit cards and UPI transactions above Rs. 2,000, the very methods that ordinary people like street vendors, flower vendors, tea shops, auto-rickshaws, taxis, grocery stores, and others use daily. On 10 August 2026, during the debate on the Taxation and Other Laws (Amendment) Bill, 2026, I raised this concern in the Rajya Sabha. The Hon. FM @nsitharaman assured the House that small vendors would not face any charges. Yet, within just 35 days, that promise has been broken. What I warned in Parliament has come true. The notification allows banks, etc., to impose an additional fee on UPI users for every transaction above the prescribed ceiling of Rs 2000. The Hon’ble Finance Minister’s assurances have been flouted with impunity, and she must intervene and withdraw the notification!

ரூபாய் 2,000-க்கு மேற்பட்ட UPI பரிவர்த்தனைகள் மற்றும் RuPay டெபிட் கார்டு பரிவர்த்தனைகளுக்கு கட்டணம் விதிப்பதாக ஒன்றிய நிதி அமைச்சகம் அறிவித்துள்ளது. இத்தகைய பரிவர்த்தனை என்பது தெருவோர வியாபாரிகள், பூ வியாபாரிகள், தேநீர் கடைகள், ஆட்டோ ரிக்ஷா ஓட்டுநர்கள், டாக்ஸி ஓட்டுநர்கள், மளிகைக் கடைகள் உள்ளிட்ட சாமானிய மக்கள் அன்றாடம் பயன்படுத்தும் முக்கியமான பணப் பரிவர்த்தனை முறைகள் ஆகும். வரிவிதிப்பு மற்றும் பிற சட்டங்கள் (திருத்த) மசோதா, 2026 மீதான விவாதத்தின் மீது கடந்த 10.08.2026 அன்று மாநிலங்களவையில் இது தொடர்பான கேள்விகளை நான் எழுப்பினேன். அப்பொழுது, மாண்புமிகு நிதியமைச்சர் திருமதி.நிர்மலா சீத்தாரன் அவர்கள், சிறு வியாபாரிகள் எந்தவித இன்னலுக்கும் உள்ளாக மாட்டார்கள் என்று அவைக்கு உறுதியளித்தார். ஆனால், வெறும் 35 நாட்களுக்குள் அந்த வாக்குறுதி காற்றில் பறக்க விடப்பட்டுள்ளது. அப்படியானால், நாடாளுமன்றத்தில் இந்த விவகாரம் தொடர்பாக நான் எழுப்பிய கவலைகள் உண்மையென நிரூபணம் ஆகியுள்ளது. இந்த அறிவிப்பின்படி எடுத்துக் கொண்டால், நிர்ணயிக்கப்பட்ட ரூ.2,000 உச்சவரம்பைத் தாண்டி மேற்கொள்ளப்படும் ஒவ்வொரு UPI பரிவர்த்தனைக்கும், வங்கிகள் உள்ளிட்ட நிறுவனங்கள் UPI பயனர்களிடம் கூடுதல் கட்டணத்தை வசூலிக்க அனுமதிக்கப்படுகின்றன. இந்த விவகாரத்தில் மாண்புமிகு ஒன்றிய நிதியமைச்சர் அவர்கள் அளித்த உறுதிமொழி அப்பட்டமாக மீறப்பட்டுள்ளது. எனவே, அவர் உடனடியாக இதில் தலையிட்டு, இந்த அறிவிப்பைத் திரும்பப் பெற வேண்டும்!

Yes we all had this premonition of a surreptitious charge likely to be imposed. U articulated the concern with clarity in Rajya Sabha. Despite a Solemn Assurance by HFM , what we apprehended has happened. Isn’t this a form of New Expenditure Tax on common ppl. @nsitharamanoffc

Is there any protest on this topic? If the govt is promoting cashless transactions why cannot they avoid this fee, all these indirect charges are stealing money silently from many low to middle income families.

Govt has not announced any charges on RuPay cards transactions. Also charges on UPI is meagre n needed for better services.
