Check out Joe Battles on the econ job market. He's an awesome health economist, studying one of the highest-touch points in the healthcare space: pharmacies.
Pharmacy exits cause temp. declines in medication use but long-run increases. Closure-induced reallocations to higher-dispensing pharmacies combined with meaningful impacts of pharmacies drive the increases.

My advisor's advice when I was a PhD student was to play the "desperate grad student" card ("I really really need the data for my dissertation"), but that doesn't always work and sometimes FOIAs are going to be necessary
I’ve successfully filed 8 FOIAs and won 3 FOIA lawsuits. The following thread is a guide to filing a FOIA request as a researcher, including templates and real example filings.
