People who receive welfare have a direct stake in society. They depend on these systems to be efficiently run. Votes should be weighted by the amount of welfare each citizen receives. Those who merely pay in without partaking in the benefits really don't know about government.

Put the recipients in immediately so that attorneys privilege extends to drafts. Put "xxx" as a recipient in the to or cc (but not bcc) field. Outlook won't send with improper emails in these fields. It's a safety for email.
