Time again for my annual Congressional App Challenge open to middle and high school students in my district; October 26, 2026 submission deadline. The nationwide App Challenge in most congressional districts challenges our students to create an original app for a smartphone, tablet, or computer device about any topics using any programming language, with winners bringing their apps to Capitol Hill. Congress considers the Water Resources Development Act (WRDA) every few years to authorize iwater resources: environmental, structural, navigational, flood protection, hydrology and related projects which the United States Army Corps of Engineers builds, so we spend a lot of effort getting needed Hawai’i projects into each WRDA. My proposed legislation with Rep. Jim Moylan of Guam to strengthen federal efforts against destructive invasive species passed the full House on a vote of 371-33. This is especially important to our island homes, and especially in the wake of natural disasters to both Hawai’i and Guam which worsen the spreads of invasive species. Yesterday was my third full vote in the U.S. House to cease the Iran war without Congressional authorization. The vote grew to 220 for, 204 against. Time for the Senate to also fully assert Congress’ responsibility to decide when and how our country should go to war. congress.gov/bill/119th-cong…

Here is the amicus curiae (friend of the court) brief I signed along with over 250 fellow bipartisan current and former Members of Congress and submitted to the U.S. Supreme Court opposing the President’s executive order interfering with state voting by mail. Yesterday the Court agreed with us and ordered the administration to cease implementation. This should put an end to this misguided effort so that Hawai’i can proceed with our general election mail-in voting as we have. On my way home I stopped in Santa Clarita, CA to serve as acting ranking member at my Defense Appropriations Subcommittee’s field hearing on Industrial Base and Workforce Development for Skilled Trades. Assuring our trades workforce for the next generation is critical for not just our national defense but our overall industrial capacity. Our hearing also allowed me to focus on the great work of Hawaii’s own defense industrial workforce including Pearl Harbor Naval Shipyard and on our own challenges and opportunities to grow these valuable jobs and abilities.

Great job by the University of Hawai’i in earning $647 million in external investments in fiscal year 2026, including $340 million from the federal government in a very tough budget time. A strong testament to UH’s world-leading efforts in many areas as well as a solid partnership with our Congressional delegation. But now on to fiscal year ‘27.

The Federal Aviation Administration (FAA) finally got one right on the unsafe and disruptive tour helicopter/small aircraft operators on denying Trident Adventures’ petition to approve its low altitude snorkel/scuba drops into state waters. On this National Hotel Employee Day, we especially recognize and thank the over 2 million of our fellow citizens who are the foundation of U.S. travel and tourism, including some 100,000 or our Hawaii’s own who work directly every day in our state’s leading industry. As a member throughout my time in Congress of our Congressional Travel and Tourism Caucus, I remain focused on strengthening all parts of our tourism sector including advancing the interests of our indispensable workers. Took a run thru my 1st district East Hnl out to Mililani/Leeward to check out LaLa storm damage and talk story. Overall: still lots of electricity out and lots of work still to do, but grateful to so many who are working straight thru to keep us safe and get the cleanup well underway. And working with my Congressional colleagues to take special care of the 2nd district which took the brunt.

As we all recover from Lala, an important next step is documenting the damage to our communities. This info is used in part to assess federal disaster assistance thru the Federal Emergency Management Agency (FEMA). For the March Kona Lows damage, we are now up to almost $21 million in assistance to some 2.500 individuals.

Such a beautiful day at Ke’ehi Lagoon for the Hawaiian Canoe Racing Assn’s State Championship Regatta, with over 80 clubs and thousands of paddlers not only
competing but celebrating all that Hawaiian outrigger canoe paddling embodies, including, in the words of one paddler I was taking story with, “We’re all in this canoe together.” Mahalo for the regrounding.

The President’s attempted settlement of his lawsuit against the IRS with the fed’s own lawyer, the U.S. Attorney General, and creation of an “anti-weaponization fund”, was wrong for several reasons including conflict of interest and self-dealing. I signed my colleague from Maryland Rep. Jamie Raskin’s discharge petition to force a full House vote on two measures to prevent any repeat or similar attempts by any President. The Jones Act effectively prevents Hawai’i from getting our crucial oil/fuel/energy supplies from our own country even though we’re the world’s largest exporter because there are virtually no Jones Act ships to bring it here from the Continent, so we buy our supplies on the international market using international shipping to bring it here. The Iran war has disrupted all that and we have to have access to our own country’s supplies. I again asked President Trump to waive the Jones Act so international shipping can bring our fuel supply from the continent if and when needed. More: case.house.gov/news/document….

What happens if a natural or manmade disaster or emergency overwhelms local hospital and health capacity, and how does preparing for and responding to that differ for the isolated island parts of our country? That’s the responsibility of the Administration for Strategic Preparedness and Response (aspr.gov/). Guan Delegate Jim Moylan and I met with ASPR head John Knox to assure that our unique situations and needs are fully covered.

I welcomed Jarret Wa’a, President of United Steelworkers Local 12-591 (AFL-CIO), representing some 200 critical refinery and fuel distribution workers at PAR Kapolei and Island Energy, to discuss various national and local issues, including preservation of collective bargaining rights, workforce development, occupational safety and health, and the potential impacts of the proposed LNG project.

Mass transit like Skyline is not just about transportation but about livable and diverse communities along its path. With the support of several state and Honolulu housing and community development leaders, I joined my colleague James Moylan of Guam in reintroducing a measure first introduced by my then-colleague, Rep. Fully welcomed the first coordinated annual visit to Congress of our various Native Hawaiian organizations to share and align efforts with Hawaii’s Congressional delegation and educate our colleagues and staff on our Native Hawaiian community nationwide. This is what it takes to advance and defend federal efforts on behalf of Native Hawaiians and the other indigenous peoples of our country.
