It was an honor to welcome three of my partners, the Hons. Hirofumi Nakasone, Seiji Maehara and Akihisa Nagashima of the National Diet of Japan (Japan’s Congress) to Washington D.C. I took them on a personal tour of the Capitol as we discussed the importance of the U.S.-Japan alliance, our shared commitment to a free and open Indo-Pacific, and continued support for Japan’s national security. Mahalo to our Japanese colleagues for visiting the Capitol, and for continuing to strengthen the enduring friendship between our nations and, especially, our Hawai’i.

Time again for my annual Congressional App Challenge open to middle and high school students in my district; October 26, 2026 submission deadline. Congress considers the Water Resources Development Act (WRDA) every few years to authorize iwater resources: environmental, structural, navigational, flood protection, hydrology and related projects which the United States Army Corps of Engineers builds, so we spend a lot of effort getting needed Hawai’i projects into each WRDA. From-back-home DC meetings this week included one common theme; moving people and our stuff around and related federal issues: M. Dyer Global, a local employee-owned moving company, especially focusing on matters regarding moving our military families; and Mike Niethammer and Henry Aquino of the Hawai’i Automobile Dealers Association, moving all of us.

I always look forward to meeting with our Hawai’i veterans reps visiting DC, including this week Jame Schaedel of the Veterans of Foreign Wars/Hawai’i and (to his credit and Hawaii’s benefit) a member of VFW’s National Legislative Committee, here for VFW’s fall legislative conference. As our national debt passes through $40 trillion, I joined the House Budget Committee for its field hearing in Dallas, TX on a critical issue: solutions to our federal fiscal/debt crisis. My proposed legislation with Rep. Jim Moylan of Guam to strengthen federal efforts against destructive invasive species passed the full House on a vote of 371-33. This is especially important to our island homes, and especially in the wake of natural disasters to both Hawai’i and Guam which worsen the spreads of invasive species. A very full week on Capitol Hill included a bunch of meetings with folks visiting from home, many with a community health/wellbeing focus, including: American Cancer Society Cancer Action Network; Network Enterprises Hawaii securing good employment for our disabled; Global Medical Response operating many of our ground and air ambulances; and Delta Dental/ Hawaii Dental Service.

Yesterday was my third full vote in the U.S. House to cease the Iran war without Congressional authorization. The vote grew to 220 for, 204 against. Time for the Senate to also fully assert Congress’ responsibility to decide when and how our country should go to war. congress.gov/bill/119th-cong…

Here is the amicus curiae (friend of the court) brief I signed along with over 250 fellow bipartisan current and former Members of Congress and submitted to the U.S. Supreme Court opposing the President’s executive order interfering with state voting by mail. Yesterday the Court agreed with us and ordered the administration to cease implementation. This should put an end to this misguided effort so that Hawai’i can proceed with our general election mail-in voting as we have. On my way home I stopped in Santa Clarita, CA to serve as acting ranking member at my Defense Appropriations Subcommittee’s field hearing on Industrial Base and Workforce Development for Skilled Trades. Assuring our trades workforce for the next generation is critical for not just our national defense but our overall industrial capacity. Our hearing also allowed me to focus on the great work of Hawaii’s own defense industrial workforce including Pearl Harbor Naval Shipyard and on our own challenges and opportunities to grow these valuable jobs and abilities.

Congrats to the Pacific Islands Forum (forum sec.org) for wrapping another very successful Leaders Meeting in Palau. Great job by the University of Hawai’i in earning $647 million in external investments in fiscal year 2026, including $340 million from the federal government in a very tough budget time. A strong testament to UH’s world-leading efforts in many areas as well as a solid partnership with our Congressional delegation. But now on to fiscal year ‘27.

The Federal Aviation Administration (FAA) finally got one right on the unsafe and disruptive tour helicopter/small aircraft operators on denying Trident Adventures’ petition to approve its low altitude snorkel/scuba drops into state waters.
