Most people know Kirill Dmitriev as Putin’s envoy, but more than 200 investors in Ukraine remember him for the Kyiv project “Olympic Park,” which ended in fraud. Construction, which was supposed to be completed by 2008, never even began, and the invested funds disappeared.
By the way, Dmitriev himself was born in Ukraine and lived here for some time, and his father (Oleksandr Dmitriev, a professor at the National Academy of Sciences) is still in the country.
In 2011, a court seized the property of Mykola Laguna (a Ukrainian banker and owner of Delta Bank) and Oleksandr Dmitriev. Kirill himself, who held about 30% of the project, transferred his share to MP Vladyslav Lukianov from the Party of Regions.
Despite being the managing partner of the Icon Private Equity fund, Dmitriev did not resolve the situation. The project collapsed, the money vanished, and by late 2011 he was already working in Moscow as the CEO of the newly created Russian Direct Investment Fund (RDIF).
It is quite surprising that both sides chose poorly qualified real estate brokers as negotiators — a choice that says a lot about the nature of both political “elites.”
