Local law enforcement were members of the Manhunter's private army, and co-conspirators in protecting an intergalactic war criminal. Their protocols and authority were invalidated. People died because the Manhunter killed them, not because Hal was doing his job as a Green Lantern. And the writing is good because an innocent character takes the blame for crimes he did not commit, for no other purpose than to affirm, without justification, the notion that the character is morally bankrupt? Ok, then.

Hal Jordan is the Green Lantern. An alien war criminal has killed other aliens and, through its satellite death rays, now people on Earth. Hal Jordan attempting to stop this war criminal and her human collaborators - while also trying to protect the lives of said collaborators - is reckless endangerment. The Manhunter blowing-up the town and killing her own servants in a scorched earth escape plan is Hal Jordan's fault. John Stewart initiated the attack on Hal, preventing him from recharging his ring and returning to try and save people. Stewart nearly beats Jordan to death, and yet Hal Jordan is guilty of attempted murder. Do you see the disconnect between what we're told to think happenend, and what actually happened?

Yes, Hal confessed his actions were wrong; he's *telling* us he did something bad. But what wrong did he *actually* do to deserve 10 years in prison? What crime did he commit?

Well, they've already been paid, and more often than not they are playing with someone else's money anyway, so their personal risk is low. The goal is to 'move the needle', whatever the cost. The true believers don't have a profit motive so much as they have a 'change' motive.
