Through the lens of urban warfare history it was fascinating seeing lessons of the past being incorporated to include even from U.S. military experiences in really tough cases like Fallujah, Ramadi, Tal Afar, and even parts of Baghdad. From the incremental approach (COP in a box) of Ramadi, post-conflict security requirements (stabilization forces, local police, disarmament, explosive ordnance operations) of numerous battles where that was planned in advance of operations, to all the lines of operations (governance, essential services, economic, employment, education) familiar in urban stability operations. 2/11

Tony Blair started the briefing reviewing what had been achieved in a relatively short time. While many claimed and still claim "impossible." The achievements thus far (from the UNSC 2803 mandate, 15 point roadmap, full establishment and recognition of the @NCAG commitments and delivery of funds, ISF troops, open schools, and many operations in Gaza with @UN and more). Securing Gaza. Sector by sector. Bite by bite (urban warfare history) - Of course of interest to me was U.S. Army Major General Jasper Jeffers III who commands the International Stabilization Force (ISF) tasked with overseeing security, demilitarization, and aid delivery in the Gaza Strip. 5/11
MG Jeffers discussed all the work ongoing to include surveys into Rafa (the first area of deployment of the ISF), 500 troops read to deploy from Kosovo and Morocco, others enroute/training. 250,000 Gazan police applicants, 19,000 vetted. Kosovo also providing much needed EOD (Explosive Ordnance Disposal). A five point plan for demilitarization/security:
1 - ISF enters sector
2 - Weapons and tunnels decommissioned
3 - Civil security (vetted/trained NCAG local police)
4 - NCAG in control (governance, services)
5 - IDF withdrawal (as sectors verified demilitarized)

"The NCAG is color blind" meaning no yellow/red/green, this is about rebuilding all of Gaza one sector at a time. It starts in Rafah, then Khan Yunis, Central Camps, and then Gaza City and Norther Gaza. 6/11
Chief Commissioner of the @NCAG Dr. Ali Shaath gave an update to how Gaza sectors will be governed by Palestinians/Gazans, and the immediate priorities (reminds me of SWEAT-MSO U.S. framework for infrastructure needs -- S – Sewage W – Water E – Electricity A – Academics T – Trash MSO -Medical, Safety, and Other community) the NCAG is working on with Israel, UN, and others:

"Unemployment in Gaza if over 75%, that is a lot of young people with nothing to do." Dr. Bashir Rayyes (Finance Commissioner, NCAG) discussed the economic line of operation. The commitments and investments so far. One fascinating on an Emirati City funded by UAE, which could be one of the fastest examples of a sector development to show the possibilities in Gaza. Also Bahrain providing egov in box for NCAG. Six engines of economic recovery but also a 66 program recovery plan that includes 7/11:

.@SteveWitkoff spoke of all the work it took to get to where Gaza is today, all the leaders/countries in the room that were major and vital to the work of ending the war, bringing the hostages home, getting Hamas to agree to the 20 point plan, and all the work done over the last year. 10/11

.@jaredkushner closed the briefing with the important context that getting here had been a lot of work by a lot of people and nations. The road ahead would also not be easy. But you can't solve a problem without a plan. This is the plan. If we don't stay with it, we could revert to old ways or the cycle that produced October 7th. The Gaza Strip was the biggest recipient of aid per capita in the world that was governed by different systems Hamas, PA, UN, separate municipalities and never advancing for Gazans. He thanked @POTUS for his personal commitment to the entire work and continued progress, everyday. The United States would continue to play a vital role in the way ahead, a plan to peace. 11/11
