Eric Burlison (@RepEricBurlison) raised concerns that sensitive UAP information may not have been passed from one administration to the next. Burlison suggested the following: • Information may have been deliberately withheld during presidential transitions. • Critical knowledge may reside within mid-level government programs rather than with elected leadership. • Federally Funded Research and Development Centers (FFRDCs) and defense contractors may possess fragmented pieces of sensitive programs. • Contractors could be working with materials without knowing their original source. Burlison argued that someone within this network may still possess critical knowledge and that Congress must use its oversight and subpoena powers to obtain answers.

Produce a National Intelligence Estimate (NIE) on UAPs, requiring interagency coordination and a formal intelligence assessment of the phenomenon. 3. Establish a whistleblower restitution fund to address retaliation, lost security clearances, loss of income, and threats to personal safety. As Flowers explained, whistleblowers may face severe professional and financial consequences even when they can make protected disclosures without criminal prosecution. Declassification authority exists. The question is how it will be exercised, and whether those who come forward will be adequately protected.
