International governance of artificial intelligence. Interoperable digital public infrastructure. International cooperation on data governance. Common standards for online safety. Measures dealing with what governments classify as misinformation and disinformation. Read that again... This isn’t somebody predicting what global institutions might want someday. This framework has already been adopted. How far should international institutions go in coordinating AI governance? What does “interoperable digital public infrastructure” eventually look like in practice? Who determines what qualifies as misinformation? Who controls the standards? Who owns the data? How much influence should governments and private technology companies have over systems that increasingly determine identity, access, communication and economic participation? The UN says these systems should protect human rights, privacy and freedom of expression. That commitment should be measured against how these systems are actually implemented. And this is where some of the documents already preserved in the Mind Nexus archive become relevant. Microsoft’s patent WO2020060606A1 describes a system in which body-activity data, potentially including brain waves, pulse rate and body heat, can be sensed, verified against conditions set by a network and used to award cryptocurrency. Another patent in our archive, US11354666B1, describes “smart dust” MEMS sensors capable of collecting biometric, audio, optical, location and physiological information for authentication. Those patents are not part of the UN Pact, and they are not proof that these systems are being secretly deployed. A lot of people still hear the words “directed-energy weapons” and think science fiction. The U.S. Government Accountability Office says otherwise. In a 2023 GAO report, the Department of Defense was reported to be spending about $1 billion annually researching and developing directed-energy weapons. GAO said that spending included two major categories: high-energy lasers and high-power microwave systems. High-energy lasers concentrate electromagnetic energy onto a specific target. The military has already demonstrated laser prototypes successfully shooting down drones, and researchers have been working toward higher-powered systems capable of addressing larger threats. I wonder if an experiment could be put together to explore if there is a connection between: THZ, DNA resonance, non-directional, point- specific resonant coupling, or " directed spooky action at a distance" where something like remote quantum excitation via resonant tuning or coupling is achieved.
