Yemen’s impoverished because it’s been in a state off and on civil wars for literal centuries (that, and it’s relatively raw resource poor). Yemen has its own oil reserves, but companies can’t set up wells and refineries (or mines for other raw resources with complicated extraction processes) if they’re concerned that a clan in the next district over will blow them up over a tribal beef.
One reason Yemen is so impoverished is roughly 80% of the male population is addicted to Khat. They're high almost all the time.
