Russia once again hit an international business operating in Ukraine. This time, it carried out a double strike on a logistics facility serving McDonald’s. Relentless attacks disrupt Ukrainians’ daily lives, damage businesses, threaten jobs, and undermine international investment. It proves Russia does not want this war to end. It wants the world to pay the price for its terror. We call on all our partners to maintain and strengthen economic pressure on Russia. This is essential to reducing its capacity to continue the war.

Another terrible night of Russian terror, including jet-powered Shahed drones. A 14-year-old child was killed in his home, and 20 people were injured in Kyiv. This time Russia also struck the headquarters of Ukraine’s High Council of Justice, a part of the country’s justice system. The world should never become used to this terror. These crimes will not go unpunished, and justice will prevail for everyone who has suffered. Russia’s disregard for justice does not mean it should not be held accountable. It must be and it will be. We can achieve this only with the continued support of our partners: more missile interceptors, stronger sanctions, and sustained pressure on Russia.

A 14-year-old boy was killed this morning when a Russian drone struck a residential high-rise in Kyiv. At least seven other residents were injured. This attack on an ordinary residential building was one of many Russian strikes across Ukraine today. Since the start of the day, eight regions have been attacked. In the Odesa region, a woman was killed as Russia struck a postal terminal. In Zaporizhzhia, a Russian drone attack damaged a medical facility while people were inside, forcing patients to be evacuated. People were also injured in the Sumy and Mykolaiv regions. Russia continues to escalate its attacks on Ukrainian cities and civilians ahead of winter. So international pressure must increase too. Stronger sanctions and continued support for Ukraine's defence are essential to protect lives and push Russia towards ending its war.

This morning, the Russians struck a residential apartment building in Kyiv with a drone. Tragically, a 14-year-old boy was killed. My condolences to the family and loved ones. Seven more people were injured. The fire at the site has been extinguished, and first responders continue to deal with the aftermath. An absolutely savage and sickening strike, devoid of any military logic. Since this morning, there has been a virtually constant threat of strikes across our regions. In total, eight regions have come under attack since the start of the day. One person was killed in Odesa in a double-tap strike on a postal facility. In Zaporizhzhia, a medical clinic was struck while people were inside. There are also people injured in the Sumy and Mykolaiv regions. In recent days, during our meetings, Ukraine has openly informed our partners: Russia will only escalate as winter approaches unless there is pressure. For diplomacy to work, U.S. sanctions must be implemented and European sanctions must be strengthened. Our partners hold the keys to peace – through strength. The Russians must understand that they will not be able to simply wait this out and that the war must be brought to an end. Thank you to everyone who is helping.

Today is World Maritime Day. Safe seas, free navigation and trade, respect for international maritime law – Russia’s aggression against Ukraine has put all of this at risk. Moscow has attacked civilian ships and ports. It has mined sea routes. Its war has polluted the Black Sea with oil, chemicals and other harmful substances. Explosions and mines have killed people and marine life – including dolphins and other protected species. Russia’s shadow fleet creates risks beyond sanctions evasion. Hundreds of ageing tankers are used to transport Russian oil. Many are in poor technical condition and lack proper insurance, increasing the risk of major oil spills. Russian shadow-fleet vessels have also been linked to suspicious activity around Europe’s critical underwater infrastructure. They have been reported carrying equipment for intelligence gathering and GPS jamming while operating near undersea cables and other critical infrastructure. The sea cannot be a place where international rules are ignored. Maritime law must be respected and enforced – in practice. I had the pleasure of meeting @StewartWood, the UK’s Parliamentary Under-Secretary of State for Foreign Affairs, during his first visit to Ukraine. I expressed my sincere thanks for the UK’s comprehensive and steadfast support, and we discussed how we can further strengthen our strategic partnership. Our conversation focused on strengthening military assistance, particularly air defence, supporting Ukraine’s energy system ahead of the winter, strengthening sanctions against country-agressor and responding to russian attacks on Ukrainian ports and commercial shipping. My heartfelt gratitude to the United Kingdom for its continued steadfast support, solidarity and friendship with Ukraine. 🇬🇧🇺🇦

Russia has shifted to virtually round-the-clock attacks on Kyiv, Kharkiv, Dnipro, Odesa, and other major Ukrainian cities. They are using everything they can. Old and new Shaheds are flying to Ukraine virtually straight from the production line, while ballistic missiles are being stockpiled for nights like the one we had today. Strikes on maternity hospitals, farms, shopping and office centers, and educational institutions are blatant terrorism that would be impossible if the Russians lacked the resources for it. For years, Russia has continued to receive imported components that enable it not only to sustain but also to ramp up weapons production. The world must finally put a stop to this. Otherwise, tomorrow, it could be directed not only at Ukraine.

Russia launched another ballistic attack on Kyiv overnight on September 24, hitting homes, a maternity hospital, and other civilian infrastructure. Two people were killed and others were injured. Emergency crews are still working at the sites. Odesa region was also targeted in a large-scale Russian attack. Two people were injured, while homes, a hospital, a school and other civilian facilities were damaged. Russia continues its ballistic attacks because it has yet to face sufficient pressure from Ukraine's partners. The US can help change this by providing Ukraine with the ballistic missile interceptors and fully enforcing sanctions on Russia and those helping finance its war.

I held a meeting with my Canadian colleague, Canadian High Commissioner to the United Kingdom @BillBlair. We discussed the international and security challenges our countries are currently facing. Canada has always supported Ukraine and continues to do so. Like the United Kingdom, it is one of our most reliable allies in the world. I am grateful to the High Commissioner for the opportunity to have an open conversation and for all the support Canada continues to provide to Ukraine during these difficult times.

World leaders and diplomats at the 81st UNGA High-Level week have been consistently calling for Russia to end the war and accept a ceasefire. Putin made his response clear: heavy ballistic strikes on Kyiv, Odesa, and other Ukrainian cities this night. There are already killed and injured people, and the attack continues. Russia’s escalation of terror demonstrates that active diplomacy must come hand in hand with devastating pressure on Putin’s regime and unwavering support for the defense of Ukraine. That is why our negotiations are focusing on steps to close our sky and protect our people from Russia’s ballistic terror. I rely on our partners to deliver on the agreements made during this week’s intensive talks as soon as possible.

While #UNGA81 is focusing on peace efforts and diplomacy to end the war, Ukraine is once again under heavy Russian attack. Two people have been killed and more than 40 injured in brutal Russian strikes throughout the night and morning. Russia has targeted major Ukrainian data centers, seeking to disrupt the flow of information. Rapid alerts about missile and drone threats are essential - they save lives. This is critical civilian infrastructure that ensures people can access life-saving information. It is not a military target. It is essential to keeping everyday life functioning. A college building was also struck in Kyiv while students were on its campus. As Russia isn’t achieving its goals on the battlefield, it is seeking new ways to destabilize life in Ukraine and terrorize civilians. More sanctions pressure, more missile interceptors are the only way to stop this terror. These attacks must not become the new normal.
