why the sensors in the phones are not upgraded so as to lock the screen while the person carrying the phone is moving above a particular speed.. only when someone is stand still than only phone should get unlocked

I've almost been run over 3 times by drivers texting & driving. I was at the legally marked pedestrian crossing. So much for walking for health ... Forget using cellphones- I'm now seeing drivers texting with BOTH hands & steering with their knees. Whom will they kill ?
