Our long-range responses had a very significant impact in the Moscow region last night. One of Russia’s key oil industry facilities and the aggressor’s logistics facility were hit. These are billions of dollars that sustain the war machine. The systems used included FP-1, RZ-100, MICH-2000, Palianytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen, and Pelican.
I thank our warriors for their accuracy: the Security Service of Ukraine together with the Unmanned Systems Forces, the Special Operations Forces, the Defense Intelligence of Ukraine, and the Foreign Intelligence Service. Sanctions were also imposed on a facility in the Voronezh region. Moscow must end its brutal war and choose peace instead of building layered rings of air defense at the expense of other regions. Steps toward de-escalation are on the table – in energy and food security. What is needed is political will. I thank everyone who is strengthening Ukraine’s long-range capabilities. The CFTC filing is real. The framing around it isn't.
What actually happened: on Sept 17, two days after CLARITY died 49–50, the CFTC filed "Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets" with OIRA.
What the filing actually says: classified as prerule — not economically significant, no legal deadline. Reginfo defines prerule as determining whether or how to begin rulemaking. That's the stage before a Notice of Proposed Rulemaking.
Contents: undisclosed. The CFTC declined to comment.
The path from here: OIRA review → back to the Commission for a vote → public comment → final rule → another vote. The Commission currently has one sitting commissioner out of five.
So: not "the next phase of US crypto regulation." A prerule notice from a one-member commission about an undisclosed framework.
Still worth watching — Selig said in August he'd asked staff to codify market structure within existing authorities, so the intent is clear. But agency rulemaking is reversible by the next administration with a signature. CLARITY would have put it in statute. That's the part that failed.

Celestia just clarified something interesting about how its token model works.
Normally, every new chain launches its own token.
Celestia is saying: you don't have to.
Chains built on it can use TIA directly — as their gas token and currency — instead of minting a new one.
Same token is also what you pay for data availability.
It's a bet on a "shared currency" model across chains, rather than every chain fragmenting into its own coin.
Whether developers actually adopt it at scale is the open question. But it's a genuinely different design choice worth watching. 👇
