Tom DeLay was the de facto Speaker during Hastert's reign, almost certainly because he had the goods on Hastert, so Hastert willingly became his puppet. Tom DeLay didn't want to run for speaker himself, because that would've drawn a spotlight on his own closet full of skeletons.
