To Whom It May Concern,
Subject: Systemic Misconduct and Abuse of Power by Victoria Police and Associated Authorities
I write to bring to your attention a grave and protracted miscarriage of justice perpetrated by the Victoria Police (VicPol) and associated legal authorities in the state of Victoria, Australia. As a former political prisoner, I have endured years of unwarranted persecution, harassment, and egregious abuses of power, stemming from my legitimate efforts to expose systemic corruption within VicPol and the Victorian legal system. My case, which culminated in the dismissal of all charges against me without orders or conditions, stands as a testament to the profound failures of justice and accountability in this state.
The genesis of my ordeal lies in my decision to report serious criminal conduct by an alleged police informant, who brandished a stolen firearm and threatened my life. Far from addressing this threat with the requisite impartiality, VicPol responded with a campaign of intimidation and persecution, misusing significant public resources, including the Counter Terrorism Command (CTC), to silence my complaints. These complaints centered on undeniable acts of corruption and misconduct by VicPol, which I sought to bring to the attention of the Victorian Premier’s office through a series of phone calls.
What followed was a harrowing sequence of events, marked by profound violations of my rights and dignity. VicPol subjected me to psychological and physical torture, the deliberate killing of my beloved dog, and a period of approximately six weeks in remand. Throughout this period, I was denied fundamental legal protections, including the right to a jury trial. Most disturbingly, I was assigned a lawyer from Victoria Legal Aid’s Indictable Offences Unit, who maintained a close personal connection to the lead officer involved in my case. This conflict of interest was compounded by an extraordinary bail condition that threatened re-imprisonment should I attempt to change legal representation—a clear attempt to constrain my ability to mount an effective defense.
Despite the relentless efforts of multiple prosecutors and magistrates to advance this baseless case through various courts, all charges against me were ultimately dropped without condition. This outcome, while a vindication of my innocence, does nothing to redress the years of trauma, loss, and reputational damage inflicted upon me. The misuse of the CTC to pursue a citizen for exercising their right to complain about institutional corruption represents a chilling abuse of power, one that underscores the entrenched nepotism and moral bankruptcy within VicPol and the Victorian Labor Government.
The facts of my case are not only provable but historically significant, serving as a stark indictment of the systemic corruption that continues to pervade Victoria’s law enforcement and governance structures. I have suffered immeasurably—through threats to my life, the destruction of my personal property, and the profound trauma inflicted by a state apparatus that sought to silence dissent through persecution. Yet, to this day, no meaningful recourse or accountability has been provided for these injustices.
I call upon all relevant authorities, civil society organizations, and advocates for justice to investigate these matters thoroughly and to hold those responsible to account. The persistent depravity of VicPol’s actions, coupled with the complicity of Victoria’s legal and political institutions, demands urgent reform to restore public trust and uphold the principles of justice and fairness.
I stand ready to provide further evidence and testimony to substantiate these claims, which are rooted in undeniable fact and borne out by my lived experience as a victim of state-sponsored persecution.
Yours sincerely,
Bradley John Carter
