Technocop for Mega Drive (RazorSoft/1990). Originally a game for Apple II, DOS PC and other computers mostly lacking hardware scrolling. Which explains the massive "hand" reducing the scrolling area: to help it move. A PC port that failed to make full use of the MD's capabilities.

This game was programmed by Kevin Hoare, a former DMA Design employee and, most notably, the Technical Director at Rockstar Toronto,no small feat...😊

That's a cool bit of trivia! 😎 I remember that this game was everywhere in the 16-bit era, it was either through adverts on gaming magazines, or some review of one of its multiple versions for multiple systems.

I imagine that much of the issue was the ISA bus speed. a 386 or 486 was like a ferrari with shopping cart wheels, being able to do 3D graphics but no 60/70 FPS scroll normally. (The VGA cards had a LOT of secret powers, including hardware scrolling of sorts, but not widely known)

Yeah, I researched recently about it in the context of the Pinball games ported from Amiga to DOS (Pinball Dreams, etc.) as they feature similar scrolling to the Amiga originals (hardware scrolling, vertical). But they're about the only examples I can remember.

🫡 I would have Googled "16-bit cop game with massive forearm on screen, with some car sections". 🙂

This was a frustrating game to play. I really hated the controls. Never did beat it. I think I managed a few levels and called it quits.
