The Opposition has once again been exposed for misleading the public on the SIR. The Election Commission has made it clear that every decision relating to the SIR was taken unanimously by the full Commission. Yet, Congress chose to build its allegations around a manufactured lie and attack our constitutional bodies. The hypocrisy is evident. When the same electoral process delivers victories to Congress and its allies, including in states like Keralam and Tamil Nadu, its credibility is readily accepted. But when the people’s mandate goes against them elsewhere, they question the very institutions that conduct those elections. Democracy cannot be respected selectively. Wins and losses are an inherent part of democracy, but resorting to malicious propaganda to discredit respected constitutional institutions is deeply unfortunate. Those who have repeatedly undermined India’s democratic framework for political survival owe the nation an honest reckoning and a public apology.

She joined the ECI in 2025 on deputation from the National Informatics Centre (NIC), under MeitY. B.Tech + M.Tech + PhD in Information Security , IIT Delhi. At NIC, she worked on government technology infrastructure and was part of the team involved in Aarogya Setu. Seema Khanna heads the ECI’s IT division. On 22 January 2026, ECI launched ECINET, integrating 40+ ECI apps and portals. ECINET is the digital infrastructure through which electoral-roll work is processed, a technology no longer merely a support function, it is a “strategic enabler.” 𝗧𝗛𝗘 𝗜𝗡𝗧𝗘𝗥𝗡𝗔𝗟 𝗘𝗖𝗜 𝗥𝗘𝗗 𝗙𝗟𝗔𝗚𝗦 The EROs are statutory authorities responsible for additions, corrections and deletions in electoral rolls under the Representation of the People Act, 1950. Yet ECI records show repeated concerns that their access was being restricted by the central IT system. ▪️Deputy Election Commissioner Sanjay Kumar had written to Seema Khanna stressing that the IT system must not restrict the statutory powers of EROs. ▪️4 November 2025: Deputy Election Commissioner Sanjay Kumar raised concerns with Khanna about EROs' access to the software. ▪️2 January 2026: Kumar again wrote to Khanna, asking that the IT system not restrict the statutory powers of EROs. ▪️22 January 2026: ECI launched ECINET, integrating 40+ applications and portals. the centralisation of the voter database and restrictions on Electoral Registration Officers (EROs). ▪️In May 2026, Election Commissioner Vivek Joshi proposed an independent IIT-expert audit to certify that no one except statutory authorities had credentials to alter the voter database. ▪️On August 14,Sukhbir Singh Sandhu specifically recorded that DG (IT) Seema Khanna has no legal authority to restrict the access and freedom given by law to statutory EROs ▪️Can the ECI's central IT machinery override, restrict or otherwise control the statutory authority of EROs who are legally responsible for electoral rolls? ◾𝗠𝗔𝗡𝗘𝗘𝗦𝗛 𝗚𝗔𝗥𝗚 ▪️ Maneesh Garg — Senior Deputy Election Commissioner, 1996-batch IAS officer, Himachal Pradesh cadre. ▪️Maneesh Garg Deputy Election Commissioner, ECI the post held by him has been granted a one-year extension at the Additional Secretary level, up to September 1, 2027. Garg has been with the ECI since September 2024,before that he was Himachal Pradesh CEO. ▪️On July 28, 2026, while holding additional charge of administration, Garg changed the ECI’s work allocation. ▪️The order removed Deputy Election Commissioner Sanjay Kumar from the oversight chain of DG(IT) , the very chain through which IT matters were being routed to the Commission. ▪️Sandhu and Joshi objected and separately wrote to the Cabinet Secretary. ▪️The two Commissioners subsequently set Garg’s order aside and restored the earlier arrangement pending consensus. ◾Abhishek Banerjee publicly named Seema Khanna over Bengal's SIR, alleging she admitted in a private conversation that the EC's 1.36 crore "logical discrepancy" figure was wrong and said he had screenshots of the exchange. ◾A PIL has now reportedly been filed in the Supreme Court seeking a judicial, SIT investigation into alleged SIR irregularities and naming Gyanesh Kumar, Maneesh Garg and Seema Khanna among the respondents. The petition reportedly seeks preservation of ECINet server logs, databases, communications and metadata from October 1, 2025 onward. The server logs + user access logs + timestamps + database-change history + administrator credentials + audit trails + communications + software change records. These things that could actually establish who changed what, when, from where, and under whose credentials.

Seema Khanna, who holds the position of IT Director at the Election Commission on deputation from the National Informatics Centre, was instrumental in developing the mechanism for name removal via SIR by restricting the authority of Electoral Registration Officers and centralising the process, thereby placing her among the principal figures subject to treason charges.
