Time is absolute. It's a sequence of universe states - “now”. General relativity describes clock tick rates, not time itself. Clock tick rates depend on particle energy, which depends on local matter density. Local matter density is what we call “curved spacetime.” The variation in clock tick rates is “time dilation” - caused by differences in the energy of clock particles and Quantum Zeno effect. (Quantum Zeno effect is when "observation" - interaction - slows down quantum processes).
