After years of failed legislative efforts, California finally changed the law in 2024 to recognize certain drug-facilitated rapes as violent felonies. But the law came too late for Luster’s victims. It did nothing to change his convictions or prevent his release. Think about that. A serial rapist convicted of 86 felonies is free, despite a 50-year sentence and repeated opposition to his release.
