She is of course right that the main reason why the cost of UK government borrowing is higher than assumed by the OBR in March is that global energy prices are also higher.
I'd add that the second most important reason is the increasing global concerns about the amount of bond issuance, which have driven up yields almost everywhere (so not unique to the UK either).
Finally, the cost of UK government borrowing is relatively high, and a lack of fiscal credibility is clearly part of that. But this premium hasn't changed much over the past year. Energy prices have.
