🚨NEW: California spent at least $11 BILLION last fiscal year on a "shadow welfare system" for illegal immigrants, according to a new @CityJournal investigation. Reporter Kenneth Schrupp says California built parallel programs funded with state money to provide benefits that federal law restricts for illegal immigrants. All four confirmed illegal immigrants can enroll in programs or collect benefits through their kids. Medi-Cal is the biggest piece: roughly $10 billion a year covering about 1.7 million people, per the state's Legislative Analyst. New adult enrollment was frozen in January, but those already signed up keep coverage.
