Let's assume he was actually born in 1946, then when he was 15, rationing ended 7 years before that in 1954. So he wasn't under rationing while 15 years late to "rebuilding" the country.
People born between 1946 and 1964 did not rebuild the nation after WW2, their parents did. So the people who rebuilt Britain after it would have been born in the 1920s or earlier.
Pretty basic really.
