Right of Reply by First Secretary Sarfaraz Ahmed Gohar,
In Response to Remarks of Indian Representative
During General Debate of Third Committee of UNGA81
(2nd October 2026)*
*********
Madam Chair,
I have requested the floor to exercise my delegation’s Right of Reply in response to the frivolous remarks made by the representative of India concerning Indian Illegally Occupied Jammu and Kashmir and my country.
2. Pakistan categorically rejects India's futile attempts to dismiss the Jammu and Kashmir dispute as a so-called internal matter. Jammu and Kashmir is an internationally recognized disputed territory, and its final status remains to be determined in accordance with the wishes of the Kashmiri people, as enshrined in numerous resolutions of the United Nations Security Council, which guarantee the Kashmiri people’s right to self-determination. India is in gross violation of its international legal obligations by persistently failing and refusing to implement these immutable Security Council resolutions. Jammu and Kashmir never was, neither is, nor will ever be a so-called inalienable part of India. India must comply with its international obligations to settle the dispute in accordance with the Security Council resolutions and stop suppressing the rights and freedoms of people in the occupied territory under its illegal control.
Madam Chair,
3. Alongside Indian state terrorism in occupied Jammu and Kashmir, under the BJP-led government, discrimination and violence against religious minorities including Muslims, Christians, Sikhs and other vulnerable communities have also become rampant and systemic. Incidents of religiously motivated violence, hate speech, discriminatory practices and attacks on places of worship are common occurrence In India today. Centuries old mosques are being razed to the ground under state patronage.
4. No amount of obfuscation, denials or finger pointing can hide these facts. The world needs no lectures from such a serial violator of international law and a gross abuser of human rights.
5. In Pakistan, a thriving democracy that embraces diversity and plurality, all our citizens including minorities enjoy all their constitutionally guaranteed rights and freedoms. This is in stark contrast to the appalling situation in Indian state and society that has been consumed by Hindutva extremism, bigotry, hegemonic designs and plain hubris
6. India’s use of the terrorism bogey and crying victim is fooling no one. India is a perpetrator of state terrorism in occupied Jammu and Kashmir; and India is a state sponsor of terrorism that is taking the lives of Pakistani law enforcement personnel and citizens. India is actively aiding, abetting and financing terrorist groups against Pakistan. Indian terrorism has even reached North American shores.
Madam Chair,
7. Pakistan remains firmly committed to dialogue, diplomacy and peaceful settlement of disputes in accordance with the principles enshrined in the Charter of the United Nations. India would be well advised to also follow that path in the interest of regional peace, security and stability, and the prosperity and well being of the over 1.5 billion humanity that resides in South Asia.
I thank you.
