It does not need a criminal conviction.

it’s so weird that Negreira steps down and payments stop in 2018. same 2018 where Pinto leaks emails of City higher ups trying to workaround their books. we don’t know if they falsified more of their books after that (because they have been a pain to work with), but we do know they cheated and built a foundation for their later success. same argument can be made about Barcelona. same year, Pep at the centre of it, Ferran Soriano at both clubs.

reminder: Real Madrid now are remain to be the only club to reach 100 points in their respective season, without cheating. Juventus did too but only years after being convicted as cheaters. City and Barcelona both did it during seasons where they were actively cheating.
