If you believe the risk is coming from 1-3 people in a garage with no money and no compute, you just don't understand this technology and haven't learned anything this summer.
Risk comes from the asymmetry of capabilities created by secret labs training frontier agents and running them with massive amount of compute. Open-source is exactly the solution to this asymmetry and empowers hospitals (and any smaller orgs) to defend themselves!
We're used to thinking of open-source models as an unadulterated good. But in the case of AI, they can actually pose additional dangers, as @ReidHoffman and I got into at #CGI2026. I appreciated this nuanced discussion.

Artificial intelligence systems do not think, feel, want or understand. Avoid language that gives them human characteristics. This is called anthropomorphizing, when we ascribe human traits, emotions or behaviors to non-human things, such as animals or inanimate objects.
Instead, explain what a system does, how well it performs, who built it and who could be affected by it.

We have just finished the inaugural meeting of the Rhine Group. We discussed the central elements of Europe's competitiveness agenda, including basic science, AI/compute and cybersecurity, defense, energy, entrepreneurship/start-ups.
I will be updating you on any progress we may have. Some of the projects we will pursue include:
- We'll help Europe catch up on compute (Mario Draghi diagnosed the problem and some solutions in a recent FT piece)
- We’ll help European universities and scientific institutions and explore a Rhine Chair program with European universities.
- We’ll work on some key EU policy challenges, including facilitating the flow of capital to entrepreneurs.
- We will set up a grants program that I will explain and announce here.

People outside the AI labs should have a real say in how this technology develops, and a clear way to judge if it's happening safely.
Standards should help prevent the concentration of power, including by making sure new companies and open-model companies can compete.
They should also help countries and companies compare evidence and learn from failures.
