In @thecipherbrief, Brad Christian asks @C__Herridge about medical diagnosis in Havana Syndrome: “How does an average doctor diagnose this particular issue?”
Herridge: “Well, an average doctor doesn't and can't.”
But the diagnosis can be made if doctors are educated on the diagnostic criteria.
Civilians are often mentioned by @C__Herridge as an afterthought. But this fact changes the conversation. Havana Syndrome becomes a public health issue.
Taken together, diagnostic criteria must be distributed to civilian physicians by the CDC.
So why are these efforts limited to BER v. CDC; and why do they draw no interest from @C__Herridge?

"Replacing “anomalous” with “directed energy biological effects” is an important shift in recognizing the presumed origin of observed clinical manifestations. This should not be interpreted as definitive attribution of every reported case to directed energy exposure, but rather it reflects the need for and value in assessing each case in order to identify and verify targeted individuals that meet established investigative criteria."

Directed-energy injury does not check whether you depend on the federal paycheck. Otolithic damage (Hoffer et al., 2018) is the clinical signature doctors see in all directed-energy victims.
