Our first memo is on giving the mayor the mandate, team, and tools so that they can actually deliver results. Toronto has the economy of a nation, but its mayor is denied the basic instruments of leadership. Councillors are elected as independents with no city-wide mandate. Authority is diffused across 25 councillors with no executive cabinet. And the city lacks both diverse revenue tools and the debt capacity to finance growth. The result: rising costs, broken promises, and voters who no longer believe their ballots change outcomes. Toronto needs three reforms to succeed: 1️⃣ Municipal parties to give voters real platforms, tie councillors to collective outcomes, and provide the mayor with a city-wide mandate. 2️⃣ A statutory cabinet of councillors with defined portfolios, so the mayor has an executive team to drive delivery and make accountability visible. 3️⃣ Expanded fiscal powers — including tools like sales taxes, tolling authority, and tax-increment financing — so the city can plan and fund priorities without waiting on senior governments. Toronto is being run like a $20-billion corporation without a board, without a C-Suite, and without a capital structure. No global city succeeds this way. 📌 Bold target: Pass and enact these reforms at least six months before the 2026 municipal election, so the next mayor and council begin their term with the mandate, team, and tools needed to deliver.
