Strong decisions by @PACE_News today on Russia’s responsibility and accountability. PACE rejected Russia’s sham “elections” and its illegal electoral processes in the temporarily occupied territories of Ukraine, while calling for a stronger response to Russia’s destabilising actions against European democracies. Council of Europe Assembly Equally important, PACE addressed Russia’s continued refusal to implement @ECHR_CEDH judgments. Leaving the Council of Europe did not erase Russia’s obligations. Russian State assets must remain available to ensure justice and compensation for victims, including Ukraine. Council of Europe Assembly Accountability must be translated into practical action. Ukraine will continue working with the @coe and its member States to make this happen.

I met with the warriors of the 21st Separate Unmanned Systems Regiment “Kraken,” who are taking part in Operation Vivaldi. We discussed the regiment’s needs, the warriors’ participation in operations, scaling up the military’s unmanned capabilities, developing ground robotic systems, providing crews with the equipment they need, and allocating E-points. I presented awards to the defenders of the 21st Regiment, the 125th Separate Heavy Mechanized Brigade, and the 25th Separate Anti-Tank Battalion for their participation in Operation Vivaldi. Thank you for defending Ukraine and for a highly successful operation. For your courage and heroism, and for achieving the right result that brings our state closer to justice. And justice means victory over the Rashists. Thank you for your service.

⚡️ @PACE_News adopted a resolution on Russia’s fake “elections” and destabilising attacks on Europe. 👉 It states that the new State Duma cannot be regarded as democratically elected or as a legitimate representative body, while Russia’s illegal “elections” in the temporarily occupied territories of Ukraine have no legal effect. 💪 I am glad that three of my amendments were supported – on the principles of international humanitarian law applicable to occupation, the coercion of Ukrainian citizens into participating in Russia’s so-called electoral processes, and extending sanctions to those «representing» the occupied territories of Ukraine in the State Duma!

At the command post of the Third Army Corps, I met with the warriors carrying out Operation Vivaldi. It is a serious operation, important in many ways for our defense overall and for the Donbas in particular. Over its three seasons, Ukraine’s Defense Forces have thwarted Russia’s plans to break through to the rear of the Slovyansk-Kramatorsk urban agglomeration and stabilized the situation in this section of the front. Russia has lost more than 5,000 killed and wounded, and another 250 occupiers have been added to our exchange fund. Since the start of the offensive, Ukraine has regained control of a total of 176 square kilometers of territory. Today, we discussed plans for the fourth season of active operations. I also spoke with the commanders of the units directly involved in the operation. We discussed their needs in detail, including artillery, as well as compensation. One particularly promising area now is replacing our warriors with ground robotic systems wherever possible. During Vivaldi, this capability allowed us to accomplish many things. We will scale it up so that, more and more often, a drone rather than a warrior carries out the most dangerous tasks at the front. I presented the warriors with state awards. Ukraine welcomes the adoption of two important PACE resolutions on veterans and Ukrainian servicemen and women with disabilities. Russia’s full-scale war has dramatically increased the number of veterans in Europe and made their long-term support a shared European responsibility. Protecting their rights, dignity, and well-being is essential for the social cohesion and democratic resilience of our societies. Those who defended Ukraine have also defended Europe and its security. They and their families deserve comprehensive support, from rehabilitation and prosthetics to education, employment, and full reintegration into civilian life. We call on our partners to back these resolutions with concrete programmes, resources, and long-term support for Ukrainian veterans, servicemen and women with disabilities, and their families. How Europe cares for those who defended it will shape the strength and resilience of our societies for decades to come.

In the Lyman sector, I held a coordination meeting with corps, brigade, and battalion commanders. There were reports on decisions regarding defense procurement at the brigade level, first and foremost the procurement of pickup trucks. We also discussed strengthening the Unmanned Systems Forces, increasing funding for drones, simplifying procurement, increasing authorized strength, as well as replenishing and training personnel. There is a need for long-range artillery. We coordinated this issue with the military. We also agreed that commanders would prepare proposals on pay for warriors serving on the front line. Separately, we spoke with corps commanders about the situation on the front in the east and south of our country, the development of drone and counter-drone technologies, and new methods of warfare. We also discussed the return of service members who went AWOL, the recruitment of foreigners, and logistics. All issues at the level of military command must be worked through and discussed at a meeting of the Staff. We are working to ensure that our warriors have more capabilities to defend our positions.

The command post of the 66th Separate Mechanized Brigade named after Prince Mstyslav the Brave. Today, I met here with the warriors carrying out missions in the Lyman sector and presented them with state awards. I also spoke with the brigade commander about the missions the unit is carrying out and the brigade’s needs. The 66th Separate Mechanized Brigade, together with other units of the Third Army Corps, has already returned more than 125 square kilometers of our territory to Ukrainian control as part of Operation Vivaldi. Thank you for defending our state, our sovereignty, and our territorial integrity. This is extremely important.
