Politico highlights risks facing the EU energy market this winter -- pro.politico.eu/news/rome-go…. But they missed one Brussels can still fix. Winter is coming. If the EU wants to mitigate energy price and supply volatility, delay implementation of the EU Methane Regulation’s importer requirements set to take effect January 2027. It won’t solve all of Europe’s energy cost problems. But it could solve one risk. The compliance framework is not operational and not defined. This creates uncertainty precisely when companies are making decisions about Europe’s 2027 energy supply. Industry has warned Brussels about this for nearly two years. Most recently, an August 31 joint statement signed by 21 energy associations put it plainly: “Security and affordability of supply are directly exposed.” We're not arguing against methane regulation, but it needs to be implementable.  That means ensuring the mandatory implementing acts, methodologies, verification processes, and standards are in place before requiring the market to comply. With historically low winter gas storage volumes, the phase-out of Russian LNG in January 2027, geopolitical conflicts, and procurement decisions for 2027 being made now, waiting until supply problems show up in Europe before acting on the EU methane regulation is waiting too long. More supply options + less uncertainty = cheaper oil and gas There is significant support for a delay: nearly 20 EU member states, MEPs, and major energy suppliers have called for postponement. Even the European Commission has recognized the regulatory risk, recommending that member states refrain from applying penalties for importer reporting violations from 2027–30. But removing penalties doesn’t solve the underlying problem. The legal reporting obligations remain. As the industry letter puts it: “The objective should not be to manage non-compliance; it should be to make compliance possible.” Delay the EU Methane Regulation’s importer requirements—and use the time to make compliance workable!

As a part of our visit to Berlin this week to give a key note at their 6G conference, we had six meetings with various ministries on 6G and related telecom and innovation topics They included a meeting at the Chancellery (the office of the Chancellor) with Dr Levin Holle, Economic and Financial Policy Advisor to Chancellor Merz. And then a series of meetings with various ministeries’ State Secretaries, which is the equivalent of a Deputy Secretary in the US. They included the State Secretaries from Economic Affairs & Energy, Foreign Affairs, Interior (which in Germany is a national security ministry), Digital Transformation & Government Modernization, and Research, Technology and Space ministries. We appreciate the alignment, coordination and ally-ship of Germany with telecom & 6G strategy. Both at the government and the private sector levels. We also had a large meeting with the countries of the 6G Call To Action consortium that was launched by Secretary Lutnick this summer. With the additions announced this week of India and the Netherlands, the allied nations group now encompasses 27 nations, representing 56% of the global GDP and 1/3 of the global population, $56 trillion of annual GDP and 2.5 billion people. This is the scale that will set the benchmark for the next generation of standards. American leadership on the frontier. @NTIAgov

This week we were in Berlin for a series of ministry meetings and talks, primarily around next-gen telecom and 6G. 6G will be a material jump in the ecosystem vs 5G. 5G was primarily about making our existing devices faster. The 6G ecosystem will be about broad digital systems such as for retail, finance, medicine & healthcare, and logistics, frontier AI models & applications, data centers and related infrastructure, AI native satellites, and the first AI native telecom operating system (such as maybe AI RAN). And it will be about new AI edge devices such as robotics, manufacturing, autonomous cars, and drones. The impact to the global economy and national security will be material. The allied nations had material challenges on how 5G was rolled out globally a decade ago. Lack of coordination and partnership at the government-to-government as well as across companies in the 5G tech stack led to lack of scale across the allied nations, leading to major loss of economic opportunities and privacy & national security impacts. We will not repeat these failures. Being early for standards and tech stacks for Critical and Emerging tech, vs being late. I was honored to be invited to give a key note at German’s 6G conference. And meet with a wide group of ministries and allied nations. Thank you to our friends in the German government.
