Germany won't be targeted because of medium-range weapons deployed on its territory; it's always been a Russian target.

The leaked documents also indicate that Russia has the capability to carry tactical nuclear weapons on surface ships despite a 1991 deal with the US to remove them.
Russia rehearsed this in June – but the documents indicate they have been doing this for much longer.
