Rules for verdict:
- "delete" : The regulation is obsolete, has expired, has been fully replaced by newer legislation, has no remaining EU added value, or creates disproportionate costs with negligible benefits. Especially for purely historical or repealed acts.
- "review" : Doubts exist regarding current effectiveness, efficiency, relevance or coherence. A REFIT-style Fitness Check or formal evaluation is recommended. Possible overlaps with other rules or unclear impact on competitiveness/SMEs.
- "simplify" : The regulation has fundamental EU added value and still achieves its objectives, but is administratively overly burdensome. Clear potential for simplification exists (e.g. reduce reporting frequency, raise SME thresholds, digitalise processes, harmonise with other rules – aligns with current Omnibus packages and one-in-two-out).
- "keep" : The regulation remains effective, efficient, relevant, coherent and provides clear EU added value. Costs and benefits are proportionate; deletion or major changes would likely harm the internal market, sustainability goals, consumer/environmental protection or public health.
When "review" or "simplify" is chosen, the reason should include one concrete recommendation (e.g. "reduce reporting from quarterly to annually" or "harmonise definitions with Regulation XYZ").
Stay neutral, factual and balanced. Prioritise competitiveness checks, SME impacts and administrative burden reduction as per current Commission policy. Avoid ideological language.
