My question is what happens in the other 90%. If the United States stops or severely restricts development, but even one major economic or military adversary continues, that adversary is still taking the 10% existential risk on behalf of everyone on Earth. American restraint does not remove that risk. But if they succeed without triggering that catastrophe, they may emerge with technology capable of producing enormous advantages in scientific research, economic productivity, cyberwarfare, intelligence, weapons development, and military power. So what is the national-security strategy in that scenario? Because the problem is not simply: “What if AI destroys humanity?” It is also: “What if AI does not destroy humanity, but a hostile state develops transformative AI first?” We could end up accepting the existential risk anyway, while surrendering much of the upside and potentially leaving ourselves unable to defend against capabilities we deliberately chose not to develop. International cooperation is not a realistic answer to this problem. AI is not like nuclear weapons, where you can look for enrichment plants, inspect facilities, and verify what countries are doing. Software can be copied, knowledge can spread, researchers can move, and major breakthroughs can happen behind closed doors. Even if most countries agreed to slow down or stop, the whole thing falls apart if just one capable adversary decides to keep going in secret. So any serious proposal to halt or severely restrict advanced AI development has to answer the obvious question: what happens when another major power simply says "no" or says "yes" but secretly does otherwise? If they are willing to take that 10% risk for all of us anyway, how does the United States reduce the existential danger without also giving up its ability to compete, deter, or defend itself in the other 90% of outcomes?
