It's all about refining capacity of which we are incredibly short because so many refineries have been shut down and no new ones built. Saudi Arabia and Russia losing so many to attacks isn't helping. You can have $5 a barrel oil but if it can't be refined, the cost on what's already refined and sitting in storage is going up as people bid for the limited supply.
