🚨 FBI-RAIDED BALTIMORE NONPROFIT REPORTED $427,000 IN SALARIES — BUT ZERO EMPLOYEES: A Project Baltimore investigation has uncovered financial reporting discrepancies at KEYS Empowers, the nonprofit run by former Baltimore City school board member Mujahid Muhammad, who resigned shortly after the FBI raided the organization.
According to IRS filings obtained by FOX45, KEYS Empowers reported $2 million in revenue in 2024, including $427,201 in salaries and wages despite reporting no employees. The nonprofit also listed $79,701 in travel expenses and $242,288 for conferences, conventions and meetings.
The organization previously received $1 million in federal COVID relief funding through Baltimore Mayor Brandon Scott’s administration. Baltimore City Public Schools says it is terminating its contractual relationship with KEYS Development. The FBI has not disclosed the focus of its investigation, and the financial discrepancies do not establish criminal wrongdoing.
FOX45 also identified connections between Baltimore school board members and 14 nonprofits, including one educational nonprofit reporting more than $3 million in assets whose listed telephone number was disconnected.
The investigation raises a significant taxpayer-accountability question: How does a publicly funded nonprofit report hundreds of thousands of dollars in wages without listing a single employee — and who was responsible for checking where the money went?
