Washington Republicans’ ā€œOne Big Beautiful Billā€ changed the gambling tax deduction and will force players to pay taxes on money they’ve LOST. We must reverse this unfair tax that is hurting Nevada’s economy, and we’re one step closer to getting it done now that our bill has passed out of committee in the House. I’ll continue working to pass it in the Senate to repeal the tax on losses and protect Nevada’s tourism economy.
My FULL HOUSE Act just passed through committee after more than a year of fighting to get this done for Nevada. Read my full statement here: horsford.house.gov/media/pre…

Important news for my fellow MA residents
NEWS: The Massachusetts Supreme Court has entered an order waiving the 130-day deadline for a decision in its case between @Kalshi and the Attorney General. Normally, the SJC must issue a ruling within 130 days of oral arguments - which took place on May 4. The court is weighing a potential TRO that would prohibit Kalshi from offering sports-related trades in the Commonwealth.

This is great news. I have been grateful to work with @RepHorsford on our legislation to stop unfair taxes on gambling losses – money that, by definition, taxpayers don’t have – and this is a key step forward to getting it passed into law. The FULL HOUSE Act will help Nevada’s gaming and tourism industry and support workers across our state. Let’s get it done.
My bipartisan FULL HOUSE Act has passed through committee, bringing us one step closer to restoring the full gambling loss deduction that I have been fighting for over the past year. This is a major step forward for Nevada, our gaming economy, and the workers and families who depend on it. People should not be taxed on money they never actually earned. I will keep fighting to get this through the House and signed into law.

Despite the strong bipartisan vote for HR 10357 (which includes a common sense fix to end taxing phantom gambling income), there is not a lot of time left in 2026 to get things done before new members are sworn in January 3rd, 2027 and all bills not enacted at that point ā€œdieā€. The next time the full House is in session, midterms will have occurred. Hopefully this bill gets through House Rules Committee (next step) and the full House passes this in November so the Senate can get their part done by Christmas, allowing the President to sign this bill before the 119th Congress ends. In other words, time is limited and the midterm election results could impact if this bill is able to be passed. Let’s hope Congressional dysfunction doesn’t mess this up!
VOTES THURSDAY CANCELED today is the houses last day until after Election Day.

Final House Ways and Means Committee vote breakdown on HR 10357 (includes provision to end taxing phantom gambling income): Y: 38 (26 R's, 12 D's) N: 5 (5 D's) NV: 2 (2 D's) Nays: Doggett (D-TX) Chu (D-CA) Moore (D-WI) Beyer (D-VA) Evans (D-PA) Not Voting / Absent: Gomez (D-CA) Suozzi (D-NY) A solid bipartisan vote is a great sign, but timing and the effect of midterm elections remain concerns
Breaking: the big tax bill with a provision to repeal the 90% cap on gambling losses was just overwhelmingly voted through, with bipartisan support, to the House Rules Committee. It’s a technical step before it goes to the House floor for a full vote.

Finally, after 14 months of uncertainty, my fix to restore the 100% tax deduction for gambling losses has been passed out of committee. I was the first Member of Congress to recognize this injustice when I introduced my provision to correct it on July 7, 2025. Since then, I have amplified this issue nationally and brought it to the attention of my colleagues, including members of @WaysandMeansGOP. Now it is time for us to push this commonsense solution to the House floor, to the Senate, and finally to the President’s desk. I won’t stop fighting until we get this over the finish line.

The 90% cap on gambling losses would be repealed retroactive to 1/1/26 as part of the Ways & Means tax bill. Joint Committee on Taxation estimates a negative impact on revenue of $2 billion from ā€˜27-36 from this repeal. The ā€˜27-34 estimate is $1.5 billion, up 33% from its $1.1 billion estimate during same period. Wonder if this means estimated tax payments from gamblers were higher than anticipated?

Impactful opening statement from @RepHorsford
My FULL HOUSE Act is getting marked up in the Ways and Means Committee this Wednesday. Nevadans should not be taxed on income they never actually received. But a mistake added by Senate Republicans last year means you can be taxed even when gaming. My bill is the only real solution to fix this, and I’m glad we’re moving forward. Nevadans need this fixed, and I’ll get it done.

So the larger bill we now find ourselves supporting in order to get rid of the tax on phantom gambling income is a crypto tax bill, and it sounds like a language change to court Democratic support might cause a bit of trouble. Hopefully perfect doesn’t become the enemy of good
Pushback on crypto tax! Ways and Means GOP staff had a call with industry this morning to go over the latest bill, sources told me. Some in the crypto world are going to have big hang ups with wording around the treatment of staking and mining rewards. In Vault texts first:

ā—ļøWe're in! @RepHorsford @RepMaxMiller 's FULL HOUSE ACT reverses the unfair tax on phantom gambling income and is now incorporated on page 113 of 114 in HR 10357, which Rep. Horsford thinks will get bipartisan sign-off. Still a ways to go, but progress! Still applicable back to the start of the year if it passes. All eyes now on Wednesday's markup
Rep. Horsford told me tonight that he supports the latest crypto tax legislation, and thinks it’ll get bipartisan sign-off. He was the Dem to convince, but had issues with previous language about the treatment of staking and mining income.

New—Horsford’s fix for the gambling loss tax deduction, which would eliminate the provision where gamers can only deduct 90% of losses, moves forward in the House.
My FULL HOUSE Act is about bringing fairness back to our tax code. You should never be taxed on income you never actually received. Read my full statement here:
