The White House thought it had met Democrats' demands Wednesday night, but Sen. Sheldon Whitehouse (D-R.I.), top Democrat on EPW, said they need more time to socialize it with stakeholders and lawmakers. It's likely to slip to lame duck. The deal also unfreezes wind and solar projects, a major Trump concession. The administration says the same framework won't be available after the midterms. The standard process for senators’ review and for consideration of amendments has not even begun. We don’t have a clear definition of regulatory regular order for wind and solar. Stakeholders need to review and digest. The White House conceded the House would likely not be back before the election to pass the bill, so what’s the rush? Not sure what freaked them out, particularly when their party controls both Houses, but it’s pretty standard for legislators and stakeholders to want to read a major bill and propose improvements. Kinda Legislation 101. Everybody chill and let’s get this done."

Also, RonJohn said at lunch that he wants the Senate to do a stock ban bill. Goal here would be to counter Dems’ messaging efforts on Trump/corruption, which is a big focus in many Dem campaigns. R’s want to get out of here this week, but this sentiment wasn’t that clearly expressed during lunch

There was applause in the room for Sen. Husted when the Ratepayer Protection Act was mentioned. Lots of R’s want to vote on it after Dems blocked it last week. Thune has said that’s an option if they’re here next week
